The zero-config passive readiness rollup: inferred call types with confidence + evidence coverage, a models/providers inventory, a benchmark-readiness map that names what evidence is unavailable under the current privacy settings, and a DISCOVERY-labeled savings opportunity queue. Read-only — audit has zero authority. Requires API-key scope: config:read or config:write.
