Activate an independently qualified full policy

POST /v1/workspaces/{id}/adaptive-rollouts/activate

Requires an owner or admin session with two-factor authentication, current explicit Automatic authorization, a valid independent qualification certificate, and a registered serving adapter. Starts at a root-sticky 1% canary. Unavailable prerequisites do not change serving.

Auth: Session cookie + workspace RBAC.

Revoke a full-policy rollout

POST /v1/workspaces/{id}/adaptive-rollouts/revoke

Requires an owner or admin session with two-factor authentication. Future decisions preserve the original request after revocation. The action is audited and idempotent.
